When is something going to be done about people performing auto-body work in their driveways and on the streets??? Isn't this type of activity prohibited?
Additionally, something needs to be done about the discourteous residents AND THEIR TEENAGE GUESTS who insist on having 6 and 7 junked-out vehicles parked in front of their home and blocking the mailboxes and driveways of neighbors! A number of us are continuously receiving our mail delivered late, because these discourteous people insist on blocking our mailboxes and the postal workers simply will not deliver the mail in these situations. HAVE SOME COURTESY FOR YOUR NEIGHBORS PEOPLE!!! And if your guests require so much additional parking space, for God's sake, teach them to park the junkers on the street!! NOT on the curb, and CERTAINLY NOT on your neighbor's grass!!!
We have a wonderful neighborhood and neighbors. BUT, it is high time something is done about those not abiding by the covenants!
There are a few homes in the community that have become an embarrassment to the neighborhood! All too often, the Westfield police are called because these people cannot seem to keep their "guests" under control! One might ask why so many are moving away from the community. It's an absolute shame! Perhaps more could be accomplished if there was a bit more enforcement of the covenants! That, after all, IS why the covenants are in place! We would strongly suggest the Board, and the entire community reread them! And begin enforcing them.
Certainly home association dues is something the Board has worked hard to address and resolve. However, let's not lose sight of the many other violations taking place. A number of homeowners have commented that if the Board and/or Omni aren't going to enforce ALL covenants/by-laws, then why should anyone have to pay home associate fees --- since they're paying, essentially, for nothing!
One last suggestion for the Board: Let's get a noise ordinance implemented AND enforced!!! There are a number of us who simply don't care to hear car trunk lids vibrating like they're about to fall off the vehicle, and we certainly don't appreciate our own homes being violated with bass due to some inconsiderate individuals who seem to believe their music is enjoyed by all who hear it! If they're YOUR guests -- RESPECT YOUR NEIGHBORS AND TAKE CARE OF IT!

I am happy you posted. At least it shows that you care. Lets take your points one at a time.
1. Working on cars in their driveways and on the streets. I guess it depends. If someone is changing an engine, yes. If someone is doing something for a short amount of time, i dont see a problem. If its at night, yes i would also see a problem.
2. As for cars being parked out infront of your mail boxes. Did you call the police? This is their jurisdiction and can take care of it right then and there. We would have to send letters first and if they do not listen, would have to take them to court.
3. We are doing things to enforce the covenants. We just don't publish everything we do. We have taken people to court to enforce the covenants. When this happens, it can take upto 9 months to get the final judgement. And that takes money out of our dues to pay for until the end of the judgement when we can finally get the money back.
4. Homes that are embarrasments. Well, we have started this process a number of months ago. And changes are now becoming evident. One example, is the mailboxes are being changed. Two, one of the homes that you are eluding too is being foreclosed upon by the neighborhood association. Enforcement costs money.
5. Enforcing all the covenants. We cannot be everywhere all the time. When we know of a violation, we will enforce it. If you do not think omni is doing it, send me an email (mclemmons@c3-software.com) and I will take care of it. You have obviously seen things that I have not, send me more specifics and we will see what we can do.
6. Thinking about not paying dues? This is one thing that we are streamlining. If anyone doesn't pay, we will garnish wages, checking accounts, and if things are bad enough, foreclose on the house. I am not sure if you have been to any of the monthly meetings, but maybe you should come and see what goes on.
7. noise ordinance implemented. We are not the police. If you have a problem with noice, and you want it handled asap, then call the westfield police department. They are very responsive and will take care of it.
How would you suggest that we enforce this? We already have part of the covenants that states:
"In addition, no noxious, offensive, or unreasonably disturbing activity shall be carried on upon any part of said subdivision, nor shall anything be done thereon which may be or become an annoyance or nuisance in said subdivision."
Currently, we would have to send a letter, next we would have to take them to court and show evidence that they were being loud and abnoixious. We would need someone to testify to that fact. Without people willing to stand up and participate, the case would be dropped.
8. Just to assure you, I know the covenants better than anyone. But again, it costs money to enforce, should we raise the dues so that we can? We would probably need to raise it another 50-75 dollars to do so (possibly more).
I do welcome your comments. I do wish you were more informed about what we are doing to improve the neighborhood.

Clearly, there was a bit of frustration at the time our entry was written. To be quite honest, we just needed to get things off our chest. We are sincerely appreciative that you did not take the comments as an attack, as that is not how they were intended.
In your response, you make very valid points, and we are certainly in agreement that the Board cannot be everywhere at all times.
I do hope we didn't leave the impression that the Board should be solely responsible. Certainly that is not the case. Rather, it is the responsibility, and duty, of each homeowner to help raise awareness of unacceptable situations in our community.
I am very proud to be a part of the Grassy Knoll community, as I hope we all are!
I believe we would all agree that, in general, there are but a tiny few who disrespect the community and the convenants. Unfortunately, however, those tiny few can make it somewhat difficult for others --- particularly those new homeowners who have just recently moved into the neighborhood.
Lastly, please let us express our thanks to the Board for the progress that has been made. Something we didn't express in our initial entry was the fact that we DO, indeed, see progress as a result of the Board's efforts.
And for that, we thank you.
Is everything perfect? No. But despite our own occassional frustrations, it would be foolish to think everything could always be perfect.
But we are progressing, and we should have acknowledged that at the time we vented our frustrations.
